This is the famous R91 rifle from fo3 remade in Fallout 4. It was originally made by C1ph3rr, but he hid the mod from nexus because he thought it was outdated and that he could produce a higher quality version (though he never attempted to remake this gun). The weapon reportedly had some bugs but some of them should be fixed in the optional update esp.
The weapon should drop from gunners after level 10. You can also find one in the National Guard Training Yard.
